A certificate of eligibility (per the criteria published on the Ministry of Construction and Housing website) must be obtained through one of the companies (Amidar, Milgam, or Alonim Center from the M.G.A.R. Group) that provide assistance in handling applications for housing assistance. A certificate of eligibility can also be obtained through the Ministry of Construction and Housing’s website. It is recommended to evaluate the financing ability for the purchase (mortgage, etc.) – there is no point in submitting an application without the financial purchasing ability. The Ministry of Construction and Housing will publish information on its website regarding the registration start date for the lottery website, for holders of a certificate of eligibility only. Applicants who hold a valid certificate of eligibility may register through the Ministry’s website. At the same time, Reisdor will publish notices regarding the start of registration in the printed press for a period of 28 days. This website provides information about the apartments offered in the lottery under the housing lottery program (urban building schemes, floor plan renderings, prices, etc.).
Within 30 days from the completion of stage 2*, a lottery will be held among the applicants registered with the Ministry of Construction and Housing to determine their order of apartment selection in the project. The list of winners and their order in the lottery will be published on the Ministry’s website, and an email notification will also be sent by the Ministry. For the avoidance of doubt, the winner with the lowest serial number will choose first, and so on. A notification will also be sent to applicants who were not selected in the lottery. There is no need to contact the company at this stage. The company will proactively invite you according to the lottery order to select the apartment.

At this stage, the purchaser must decide which apartment they wish to purchase (lot, building, apartment). It is recommended to prepare a list of preferences according to your position in the lottery. For example, the winner in position 10 should prepare 11 options, the winner in position 20 should prepare 21 options, and so on. It is recommended to visit the apartment inventory on this website and keep updated on the available apartments.
The apartment inventory is shown in the “apartment plans” section – the inventory is subject to change at any time, and is periodically updated by the company. Please note that the company does not undertake to guarantee any specific apartment. The above is subject to the inventory of available apartments and the winner’s position in the lottery.
After completion of stage 4*, Reisdor will invite the winners according to their order in the lottery to select an apartment. At this stage the winners will present the required documents, such as: the winning notification, personal identification, etc. In addition, at this stage, the purchasers will sign the apartment selection form – this form will serve as official reference for preparing the apartment sale agreement, and the purchaser will not be able to change their selection. Failure to arrive at the scheduled date and time for the apartment selection meeting will void your right to select an apartment (as per Ministry of Construction and Housing guidelines).
Please note that at the apartment selection, all the winners listed on the winning confirmation form, or a representative on their behalf accompanied by a notarized power of attorney, must attend.
Upon completion of this process, a date for signing the purchase agreement will be coordinated with you – however, it will also be possible to sign the purchase agreement at the selection meeting.
After selecting the apartment (within 30 days) you will be invited by the company to sign the purchase agreement. Winners must arrive for the contract signing accompanied by the required documents in accordance with the Ministry of Construction and Housing’s guidelines.
The signing meeting referred to in this section is for signing the agreement only. Please note that the sale agreement and its appendices have been reviewed and approved by the Ministry of Construction and Housing, and that no objections or requests to amend the wording will be accepted, and no legal negotiations will be conducted regarding them. General Note
In any case of failure to meet any of the specified deadlines, at any stage, the winning status may be disqualified and/or the winner’s position in the order of selecting housing units may be changed, at the sole discretion of the managing company, including in cases where the winner did not arrive at the scheduled time for apartment selection and/or did not arrive at the scheduled time to sign the sale agreement.
