Issuance of an 'eligibility certificate'

In front of the Ministry of Construction and Housing

A “Certificate of Eligibility” must be issued (according to the criteria listed on the Ministry of Construction and Housing website) by one of the companies (Amidar, Milgam, or Alonim Center from the M.G.A.R group) to provide services for handling requests for housing assistance. A “Certificate of Eligibility” can also be obtained through the Ministry of Construction and Housing’s website. It is recommended to examine the financial ability to purchase (mortgage, etc.); there is no point in submitting a request if there is no financial ability to buy. The apartment prices are listed on this site, in the Apartment Plans section.

The registration period is 28 days

The Ministry of Construction and Housing will publish on its website information about the opening of registration on the lottery website for holders of an ‘Eligibility Certificate’ only. If the registrants have a valid ‘Eligibility Certificate,’ they will be able to register through the Ministry of Construction and Housing’s website. At the same time, Reisdor Company will publish announcements about the opening of registration for 28 days in the print media. This website provides information about the apartments offered in the lottery under the ‘Price for Residents’ program (urban planning, apartment plan renderings, prices, etc.).

The raffle and the list of winners

For 30 days following the conclusion of Stage 2*, a lottery will be conducted among registrants at the Ministry of Construction and Housing regarding their order of choosing apartments in the project. The list of winners and their sequence numbers in the lottery will be published on the Ministry of Construction and Housing’s website, and an email notification will also be sent by the Ministry of Construction and Housing. For the avoidance of doubt, the winner with the lowest sequence number will choose first, and so on. A notification will also be sent to registrants who were not selected in the lottery. There is no need to contact the company at this stage; the company will schedule you proactively according to the lottery order for the apartment selection.

Our company will be at the disposal of the winners to provide information on how to purchase within the “Price for Residents” framework in the following manner: The company will proactively invite the winners to receive an explanation and information about the process. At this stage, the buyer must make a decision regarding the apartment they wish to purchase (lot, building, apartment). It is recommended to prepare a priority list according to your position in the lottery; for example, someone in 10th place should prepare 11 options, someone in 20th place should prepare 21 options, and so on. It is recommended to visit the apartment inventory on this website and stay updated on the available stock. The apartment inventory is displayed in the section “Apartment Plans” – updates to the apartments are subject to change at any time and are made by the company from time to time. It is emphasized that the company makes no commitment to guarantee any particular apartment. The above is subject to the available apartment inventory and the winner’s position in the lottery.

Choosing the apartment

After completing Stage 4*, Reisdor Company will schedule the winners according to their numerical order in the lottery for selecting the apartment. At this appointment, the winners will present the required documents such as: the winning notification, an identification certificate, etc. Additionally, at this appointment, the buyers will sign the apartment selection form – this form will serve as documentation for preparing the purchase agreement for the apartment, and the buyer will not be able to change their selection.

Failure to attend the apartment selection meeting at the appointed date and time will cancel your right to choose an apartment (according to the procedures of the Ministry of Construction and Housing). It is emphasized that at the apartment selection meeting, all winners listed on the winning confirmation form must attend, or a representative on their behalf with a notarized power of attorney. At the end of this process, a date will be coordinated with you for signing the purchase agreement – however, it will also be possible to sign the purchase agreement at this appointment.

Contract signing

After selecting the apartment (within 30 days), you will be invited by the company to sign the purchase contract. The winners must attend the contract signing accompanied by the documents required according to the guidelines of the Ministry of Construction and Housing.

The signing event referred to in this section is for signing the contract only. It is clarified that the sales contract and its annexes have been reviewed and approved by the Ministry of Construction and Housing, and no objections or requests to change the wording will be accepted, nor will any legal negotiations regarding them take place. For your convenience, we have compiled the documents required for the next stage.
